LSR 24-2748 relative to the definition of wetlands.

• This bill would specifically exclude land from the definition of wetlands if the conditions which would otherwise make it wetlands are caused by failed public works projects.
• Currently a failed culvert can create wetland conditions which then remove property rights from that land damaged by the state or local government and abutting land.
